Can I create a Virtuino surface on windows version and use it on the android version?
Is Virtuino-Windows-version compatible with Virtuino-Android-version?
Why I ask:
Creating surface on mobile phone is complicated, using windows pc is easier.

Yes, you can.
I have moved projects in-between different devices (Phone/Tablet/Windows). The only thing you may have to contend with is rescaling the project on the different screens. For some reason, the project does not reflow well to optimize for different screen sizes. You may have to just do minor widget size tweaks, but usually nothing massive.
