You can use UniversalTelegramBot if you got telegramm on your fone 
it is two way communication

To be able to send the message you will need to go through the steps to get a virtual phone number from Twilio, a communications company. No credit card needed because Twilio has free Trial account option. Then, you will download and use a sample Arduino IDE program to send SMS messages. You can also use the app mod apk at getmodnow.com to make this easier
